This signed Buzz Aldrin photo on a Dutch auction site looks very bad to me.

Was there a point in time where Buzz switched from inscribing "Apollo XI," "We came in peace," etc. in cursive to the all caps format depicted here?

Genuinely curious.

I've seen many, many reputable LoAs (e.g., Zarelli) on items both signed and inscribed by Buzz in cursive, whereas (recently, at least) it seems that all items offered for sale directly from Buzz feature cursive signatures and all caps inscriptions, where applicable.

Not only does this look off to me but I can not remember ever seeing a Buzz Aldrin signed item with the Apollo XI above his name. To the best of my recollection it is always under his name.

The stock items that Buzz signed for Novaspace over the last few years were all inscribed with printed caps, not cursive. I don't remember if we had items with cursive inscriptions, or how long ago that might have been.

Playing devil's advocate about the location of the Apollo XI above his name, it is possible that Buzz signed his name first, before realizing that he needed to add Apollo XI below it. If he'd tried to add it below his signature, the gold would not show up well against the grey surface. I can't remember if the above item was signed during one of our mail-in signings, but I do remember at least one instance where we had to ask him to fit the mission inscription into an odd spot because of a miscalculation on placing the signature.

Hopefully others can offer advice on the actual writing, but I wanted to offer what I could about printed inscriptions and odd locations.

In the Gemini era Buzz tended to use cursive for his dedications and inscriptions, but he moved to the CAPS/Small Caps format in the Apollo era and continues to this day.

There was at least one private signing in the early 2000s where he inscribed in cursive. These are the "We Came in Peace" and "First Lunar Landing" inscriptions you see in quantity. I don't know how many Buzz signed in that signing, but my sense is he used cursive because it was faster and he cranked out a lot.

Regarding the item posted by the OP, I believe it to be a forgery. While a valiant effort and better than most garden variety fakes, it appears to have been signed very slowly and deliberately and has a number of atypical traits.
