Looks like a factory reject of the 3 1/2" version, since no outer border was applied. Someone loaded the wrong twill into the machine.

I agree with Chris, these are simply error patches that would have been rejected due to the wrong color twill being loaded into the machine at the time of their making.

Both patches are irregular with an out-of-round Earth.
