This past weekend, I picked up a 16x20 NASA presentation board from the STS-38 flight from a friend who bought it an an estate sale. It includes a patch and includes an inscription that reads "This crew patch was flown aboard the Orbiter Atlantis, STS-38, November 15-20, 1990." It also includes the signatures of the crew and inscribed to "CJ-Best wishes from the STS-38 crew!"

My question is: How many of these were given out, and what type (job responsibility) of individual would receive this?

Several hundred flags and patches are flown on each mission inside its Official Flight Kit (OFK) for presentation to those who contribute to the mission's success and to recognize VIPs outside of NASA. Recipients might include those who trained the crew, those who oversaw the preparation of their vehicle for launch and flight controllers. The same type of presentation is given to international partners and U.S. politicians.

Though we do not have the STS-38 OFK manifest on the site, you can see several more recent examples under the Resources section of collectSPACE.
