From an email received from the publisher:
We are an extremely small publishing company that specializes in books about history. We found a version of "This New Ocean" online a while ago and, since it is an official US government publication that is not under copyright, we decided to reprint it because it is an important part of history.

Sadly, because we are such a small company with very limited distribution, we do not expect that it will print more than a very few copies a month. But we felt the work was of historical importance and should at least be made available and kept in print.

All times are CT (US)
