That was in Downey until it was shut down.

Yes, when the plant closed in 1999 this first full scale space shuttle orbiter mockup was deeded to the city of Downey for a future facility by NASA.
It has a complete engine compartment with plumbing, a 1990 era flight deck and crew compartment with the toilet and bunk arrangement.
Over the years it received visits from President Reagan and England's Queen Elizabeth and was the first vehicle that all military payload specialists toured.
The second appears to be the 1:3 scale orbiter that was part of a shuttle stack that was built at the Downey facility in the mid-70's for shake and vibration tests. It is now owned by the Smithsonian.
