Kinda silly, but it's been bothering me, so....

The current crew of 3 (2 until RTF) is brought up by either Soyuz or Shuttle in one flight. If or had ISS a full crew complement of six or seven, as intended, would the crews be split in two, with overlapping expeditions, or would the crew be rotated off and on en masse?

If Thomas Reiter will embark on a long term mission on STS-121 later this year, he will be the first ISS residence crew member to work overlapping with two couples of spacefarers.
