The event is not an autograph show or signing, so if there is an opportunity for autographs (which there very well may not be), it's not likely they will be set up to collect fees.
The best way to find out would be to contact the museum and inquire.

Rusty doesn't sign through the mail, so doubtful he would sign in person. If you're looking for a signature (in any situation), best bet is to prepare for the best and hope for the worst, so if you do get one, it's a pleasant surprise.

When I saw him last year at a ASF scholarship presentation he signed for a few people including me but wasn't looking to sign much. It really just seemed to depend on if he had time. Seemed like a nice guy but I wouldn't necessarily count on him signing there.
