I think you have to assume these items are not real unless proven otherwise (e.g. a photo of him writing it). He seems pretty darn emphatic about this. There is a very slim to no chance that he wrote the quote and just forgot about it.

Neil also was to have stated that "That's one small step for (a) man,..." is how he would suggest it be stated. The a in parenthesis.
