Is the clock located somewhere that visitors can get close to it, or only see it as they drive by? I would love photos in front of it.

NASA's historic countdown clock, which the space agency retired and replaced two years ago, has been restarted for a new audience of launch spectators.
Relocated from NASA's Kennedy Space Center press site, where it stood for more than four decades, to just outside the entrance to the Florida spaceport's visitor complex, the clock was used on Tuesday (March 1) to count down to its own rededication.

So, will the clock display the current time of day or will it continuously perform some sort of countdown (perhaps the time the until Visitor Center opens, to be reset to count down until closing time)?

It wasn't displaying the current time of day yesterday. But to paraphrase the saying, I'm sure it was 1:00:19 somewhere...

If you were there yesterday, are you sure it wasn't counting down to the SpaceX SES-9 launch?

I saw it yesterday. When we arrived at 9 a.m. it was counting down at around 12 hours. But when we left at 1:30 it was holding at T-4 minutes.
