Acting NASA Administrator Sean Duffy will announce expedited plans this week to build a nuclear reactor on the moon.
NASA has discussed building a reactor on the lunar surface, but this would set a more definitive timeline — according to documents obtained by POLITICO — and come just as the agency faces a massive budget cut...

"It is about winning the second space race," said a NASA senior official, granted anonymity to discuss the documents ahead of their wider release.

That's not what Politico (the only publication thus far with the actual documents) reported.
The directive also orders NASA to designate a leader for the effort and to get industry input within 60 days.
Industry input is not necessarily a request for proposals, but more likely a request for information, which is just to survey what available capabilities currently exist.

Overall, I would suggest waiting to see what is actually proposed before finding faults in what it may or may not include.

Companies already have a running start on developing this technology. Example: Rolls-Royce.
