Per recent years' Congressional legislation: Human exploration deeper into the Solar System shall be a core mission of the Administration. If "space" is so worth it, it doesn't need to be promoted. Manned space travel has to stand on it own. It has to provide tangible ROI and not some esoteric theme like the "need to explore or to advance the human race." It all boils down to money. Unless there is a way to make money in space other than by comsats, there is little incentive to more. Apollo existed to beat the Soviets, it wasn't for scientific knowledge or colonization. |
