I have noted in some astronaut biographies that they have received the Stephen D. Thorne "Top Fox" Award, obviously named after the astronaut killed in an airplane crash in 1986. It is sometimes called an aviation award, other times a safety award, but what does the term "Top Fox" mean when applied to this award?

Don't know where the term "Top Fox" actually comes from, though.
