This is a cancellation on a cacheted space cover for Apollo 11. It is Chinese, specifically Republic of China (Taiwan).

I believe the date is across the centre band and I know the kanji for the month symbol, but I need help with the date itself. Can anybody translate this for me? Thanks.

I've spent a few hours with my friend Google. I think I'm getting somewhere, just need a little confirmation. The middle line seems to read (left to right):

9 | 20 over 4; 7 over month; 5 over 8 over unknown symbol.

I have no idea what the initial 9 means, possibly a time code such as 9am maybe.

I'm guessing 20/4.7/month.5/8/? is day month year equating to 24th, of July, Minguo 58 (= 1969 AD). All of which I'm hoping points to a contemporaneous splashdown date of 24th July 1969 for Apollo 11.

The date reads: 9- 27 April-1978 Year
Which to me is a bit odd as it is nowhere around the 1969, or July landing launch date? But the may be it is just a commemorative cover with a nice Apollo logo/picture on it.
