Can someone explain this price ($18.50) for a 1964 Atlas-Agena cover to me? I don't see anything special about this launch?

Looks like a $1-$2 cover to me. I guess the old adage that there's a sucker born every minute still holds true...

A very similar cachet was used for the 1966 PRIME launch which is a better cover.
