Has anyone got information on the small cachet of Swigert's head printed (not an added cutout) on this Apollo 13 Recovery Ship cover? It appears to be a small section for the Orbit cover for that mission. I've never seen it before.

You are correct — it is a part of an Orbit cover.

The original Orbit cover had the crew pictured with Mattingly in the cachet. After the crew change, Orbit went back and added to the original cachet the image seen on this cover.

This, obviously, was a blank cover that it got applied to — but why it was added to a blank cover is anyone's guess.

Having worked a little with Bill Ronson of Orbit Covers during the 1970/80's, he did mail over a few of his "blank" and already-applied Orbit cachet covers to the assigned Navy prime recovery ships for splashdown postal cancels. Once received back, he would at times reprint his own cachets on them — sometimes on the back side surface — if they had already received the official RSC from the Navy on the front side of the covers.

The small Swigert-added print job would more likely indicate an addition, or extra add-on, about Swigert being selected as a prime crewman. But why the Swigert add-on just by itself could be for other purposes as well, maybe even just to enhance a cachet improvement of sorts in case other primary cachets were to be added later.
