This week in Thailand, Fédération Internationale de Philatélie (FIP) delegates approved a SREV (Special Regulations for the Evaluation) and new Guidelines for Astrophilately. The SREV remained unchanged and will be phased out at subsequent conferences.The new Guidelines cap a 2 year effort led principally by representatives from Austria, Switzerland, Italy, China and the United States. Thanks to Ray, Tom and Steve for their input in crafting the US section. The most notable change, in an effort to broaden the appeal to potential exhibitors, is the limited introduction of stamps off cover. They are to be issued by a nation related to the event, specific to a program, and issued within 12 months. |

Is there anything new about postal cancels used here on the Florida Space Coast in regards to KSC, Cape Canaveral, Patrick AFB, Titusville ATS and Merritt Island, mostly in relation to launch event activities? |

Ken, in reference to your question there is not too much new for these postmarks for launch time. However, new Guidelines introduces a new way to see the Astrophilately.Until now, the first cover that normally you can see in an Astro exhibit was the launch cover. From now onwards, all previous moments to the launch date can be shown; i.e. tests, spacecraft arrives to launch place, static fire, etc. will be relevant in an Astro exhibit. These new changes hope to attract new collectors, expand the terms of Astrophilately as well as define with more accuracy the different space programmes with their variants in function of each type of space agency/nation. |

Thanks for posting this. Is there a final version available on the net?Note that there was also input from collectors in Australia, Germany and India, all of which are members of the Section Board. During the meeting in Prague, the delegate from this country also took part in the deliberations. |

FIP has not posted the new Guidelines yet. Until then anyone interested can email me and I will forward the final draft. |

On the suggestion of the Italian delegate, in the final version of the document the statement was introduced that in an Astrophilatelic exhibit "covers with cancellations documenting technical, organisational or political milestones for space flights or space programs may be included. This includes important meetings, rollouts and roll-backs, as well as completion and delivery of key components of rockets and spacecraft. However, this kind of material should not dominate." For years the Italian delegate was fighting for the enlargement of the concept of "space event" which traditionally – according to a rather restrictive interpretation of the existing rules – was strictly intended as "launch-docking-return." |

The Italian delegate enjoyed full support from the German delegate on this point, during the discussions that lasted almost three years.
