These stamps were issued back on March 22, 1988. After a rate hike to 25 cents the USPS put these out temporarily without an actual dollar value noted simply marked "E". The previous rate hike temp stamp was called a "D".
This view of Earth as seen from a distance, like from the Moon, should be considered a space stamp; however it is often overlooked when considering American astrophilatelic history.

Yes, indeed, as the USPS "E" postage stamp was/is considered as a space topical theme. It depicts a moon's eye view of a dynamic Earth and was designed by famed space and stamp artist Bob McCall.
