Does anyone know the origin of this unusual Space Shuttle-era patch?

Per Lunar Legacies' Donnis Willis, astronaut James Buchli responded to his inquiry about this patch:
I did it for our 51C mission as something unofficial and a small number of them were made. I have the artwork and a couple of patches.
I have one of them and cherish it greatly.
