Would any of the excellent model making members of this forum be able to tell me when I might find Penn Central Green matt finish paint.... in a spray can?

Try Testors F414368.

On edit: Sorry, in a spray can? But you can always spray it with flat clear after you have painted it.

I think Floquil made that in spray cans, but they've discontinued the entire line. I'd think an internet search of some of the more old-school model train places might find a can or two as I found some Pullman Green that way for model train layout...

Check out Weaver Models, they have Penn Central Green 20346 in 6 oz. spray cans, you will probably need to use clear flat spray paint.
