Does anyone have any experience trying to get an autograph signed by Dr William F. Fisher (STS-51I)?

He signed for me back in 2003 but didn't sign for my sister a year later. Just sent everything back unsigned.

I am looking for some up to date information. I am willing to write a letter to astronaut Bill Fisher because I do live in The Netherlands I cannot obtain his autograph in person. Is there anyone out there who has some information how he responds to autograph requests through the mail in 2016?
