The satellite was being installed in Discovery's payload bay in preparation for STS-26.

OV-105 Member Posts: 906 From: Ridgecrest, CA Registered: Sep 2000	posted 09-15-2023 03:20 PM Payloads could only be installed in the OPF (orbiter processing facility) or at the pad with the payload changeout room on the RSS. There was no way to open the payload bay doors in the VAB.
