I have heard it said that astronaut John Young while on the lunar surface was informed that the space shuttle was approved and he gave an enthusiastic response to the news. This was in April of 1972.But was this really "news" given that three months earlier, on January 5, 1972, Nixon announced plans to develop the space shuttle, a reusable Space Transportation System (STS) for routine access to space. So what was the difference in what Young heard versus Nixon's statement? |

The answer is revealed in what was said to John Young and Charlie Duke during the Apollo 16 moonwalk. From the Apollo Lunar Surface Journal: England: ...The House [of Representatives] passed the space budget yesterday, 277 to 60, which includes the vote for the shuttle.LM Crew: Beautiful. Wonderful. Beautiful. Duke: Tony, again I'll say it, with that salute, I'm proud to be an American, I'll tell you. What a program and what a place and what an experience. Young: And I'll say it too. England: So am I. Young: The country needs that shuttle mighty bad. You'll see. The President can propose a new program, but (in general) it isn't a reality until the Congress appropriates the budget to support it. |
