I was wondering with the end of the shuttle program and the next NASA booster being a while off yet, hypothetically speaking, what could the United States do if the Russians decided that as their boosters are the only game in town, that they will only launch Russians to the ISS?

Could, however unlikely, they take over the ISS as their own?

In a very real sense, it is not possible.

Even if you look past the fact that Russia relies on U.S. funds to operate its own space program, the Russians still need U.S. crew members to operate the U.S. operating segment (USOS), which includes the JAXA and ESA modules, as well as the main outboard solar arrays and truss systems (mobile base transporter, Canadarm2 and Dextre).

Similarly, the U.S. relies on its Russian counterparts to operate the functional cargo block (FGB) and service module, as well as the Russian docking ports.

Crew members are provided basic training on the other side's systems, but they do not have the proficiency to maintain and operate the station alone.

The Russians plan to replace the Pirs docking module with the Nauka Multipurpose Laboratory Module (MLM) slated to launch in the next couple of years.
