Is this scenario possible if the shuttle developed problems and the crew had to abandon the shuttle? Is there enough maneuvering fuel available for it to reach the ISS?

Yes. In fact, since the Columbia disaster, the shuttle - after undocking - has separated to a point about 40-45 miles behind the ISS and stayed there for a day or two while it conducted a final inspection of all its entry systems and protection.

If something was amiss the shuttle would be able to return and dock to the ISS.

The scenario has had one nice benefit for those of us on the ground, being visible close together in the sky for much longer after undocking than it used to be.
