From a 2017 NASA History article about the planned Apollo flights as of late 1967: On November 4, 1967, NASA Associate Administrator for Manned Space Flight George Mueller released the planned schedule for Apollo missions to be flown in 1968 and 1969, leading to a lunar landing... The plan outlined six Apollo flights in 1968 and five in 1969, a combination of unmanned tests and manned flights on both the Saturn 1B and Saturn 5 rockets. The flights in 1968 would consist of: - Apollo 5 – first unmanned test of the LM in earth orbit
- Apollo 6 – second unmanned flight test of the Saturn V and CSM
- Apollo 7 – third unmanned test of the Saturn V and CSM
- Apollo 8 – second unmanned flight test of the LM in earth orbit
- Apollo 9 – first manned Apollo flight, a 10-day mission to qualify the CSM
- Apollo 10 – first manned flight on the Saturn V. This mission would provide first manned operation in space with both the CSM and LM, including crew transfer from CSM to LM and rendezvous and docking
The five flights in 1969 were planned as manned Saturn V missions, Apollo 11 through 15, with the first four as lunar mission development flights or lunar mission simulations. It was thought that a lunar landing could be attempted on Apollo 15, or on one of the subsequent missions. Did the original November 4, 1967 News Release have the "Apollo X" mission designations? Of course, things changed dramatically in 1968. The "Apollo 7" and "Apollo 8" missions on the list were cancelled, the first manned Apollo flight was Apollo 7, and the LM was behind schedule. |

I don't believe it was a news release. Mission type was not part of the schedule.

In Astronautics and Aeronautics 1967, the flight listings in the Nov. 4th press release summary features either AS-20X or AS-50X designations, but no "Apollo X" mission designations. Interestingly, it also includes a speculation that the first lunar landing attempt might occur on the AS-509 flight. |

The crews for the second and third manned Apollo missions were announced later that same month, on November 20, 1967. |

The AS-206 mission would have flown before the AS-205 mission in the schedule. The AS-206 test flight with LM-2 was cancelled on March 15, 1968.The list in the NASA article is the first time I have seen the first manned Apollo flight (AS-205) referred to as Apollo 9. |

The planned Apollo schedule for 1968-1969 was NASA release No. 67-282 dated November 3, 1967, according to a 1968 United States Senate Report (No. 956) on the Apollo 204 Accident. | |
