Would anyone know where I could get a copy of the above-named reports? I already have the final report for Phase II (available from Scott Lowther), but I've never seen the other phases.

One thing I'm wondering is why upgrades involving stretches and engine improvements, without adding SRBs, appear to have been rejected early on. I presume that in a narrow sense they did not offer as much payload improvement for the buck as did options involving SRBs. But I wonder whether factoring in reliability (each SRB is a single-point failure mode) might have altered the picture.
