Would like your thoughts on this item being flown or not.

I have seen several examples of blank "flown" documentation covers that were signed by John Manke and cancelled for his X-24B flight.

With the difference in documentation being in marker versus signature in ink concerns me about this cover being flown. Looking at the various other "documented" covers I have none have different inks like this one does.

Thoughts?
