MSSFrom Expedition 64 Roscosmos release:
"Change" on the International Space Station.

MSSFrom a NASA release:
Crew-1 astronaut and station commander Shannon Walker of NASA will hand over command of the station to JAXA astronaut and Crew-2 member Akihiko Hoshide during a change of command and farewell event on Tuesday, April 27 at 1:25 p.m. EDT.

Aboard the International Space Station, NASA astronaut Shannon Walker handed command of the complex to astronaut Aki Hoshide of the Japan Aerospace Exploration Agency (JAXA) April 27 as Walker and her Crew-1 crewmates prepared to return to Earth aboard the SpaceX Crew Dragon "Resilience."

Hoshide became the second Japanese commander of the station and will remain in charge until the fall when he hands off command to Thomas Pesquet of ESA (European Space Agency).

Following the change of command ceremony, Walker and fellow Crew-1 astronauts Mike Hopkins and Victor Glover of NASA and Soichi Noguchi of JAXA offered final thoughts on their mission on the outpost as they geared up to return to Earth April 28 to complete a 164-day mission.

waa49On October 4th, 2021, Akihiko Hoshiode (Japan) transferred command to Thomas Pesquet (France/ESA). Both astronauts flew to the ISS with SpaceX Dragon Crew-2 in April 2021 and will leave it again with the SpaceX Dragon in November 2021.

So, what are the reasons for the change of command within a crew (here SpaceX Crew-2) and why one day before the arrival of Soyuz MS-19 (!) with three Russian cosmonauts?

Robert PearlmanMy understanding is that the change of command was to give two international partners an opportunity to lead the space station (JAXA for the first five months and ESA for the remainder of the expedition).

Here is the video of the change of command ceremony:
