Williams may be real but the blurry photo doesn't help with the judgement.The Ed White is not an AP. It appears to be a regular autopen pattern except that a section of it, or maybe even just one letter, becomes elongated because the paper being signed "slipped" in the machine.
It's kind of like if you were drawing a series of circles and someone bumps your arm (or the paper). Now you might have a series of circles and one oval.
Take a look at the Bassett link above, and notice the "B". It is an exact match of a known Bassett autopen with the exception of that one letter.
