NASA astronaut Woody Hoburg will command the mission, with additional crew members to be announced.

Our current plan is to return astronauts on Starliner-2 by 2028.
So at least a year's worth of analysis before committing humans on the vesicle again. That is as long as the Starliner-1 is successful. I am assuming at this point Boeing is absorbing all costs associated with this program.
On edit: I just saw this SpaceNews report.
NASA is providing additional support to Boeing to get its CST-100 Starliner commercial crew spacecraft into service. NASA announced Monday a $359 million contract modification that will fund some additional work in Starliner to fix thruster problems experienced on previous flights. The funding will also go toward work to certify ULA's Vulcan Centaur for future Starliner missions after the remaining six Atlas 5 rockets are used.
$359 million!

I believe that dollar figure also includes two more crew flights (Starliner-5 and Starliner-6) to the International Space Station (according to the press release).
