I think for about a week in 2009 during Expedition 20 there were three crewed Soyuz spacecraft (TMA-14, TMA-15 and TMA-16) docked at the International Space Station at the same time. Is that correct?

Yes (Expedition 20 extended from May to October 2009).
  • March 28, 2009: Soyuz TMA-14 docked (aft Zvezda)
  • May 29, 2009; Soyuz TMA-15 docked (nadir Zarya)
  • Oct. 2, 2009: Soyuz TMA-16 docked (aft Zvezda)
    (On edit: Corrected based on the replies below.)

  • Oct. 11, 2009: Soyuz TMA-14 undocked (nadir Pirs)
  • December 1, 2009: Soyuz TMA-15 undocked (nadir Zarya)
  • March 18, 2010: Soyuz TMA-16 undocked (zenith Poisk)

I too have the Soyuz TMA-14 relocation from Zvezda to Pirs. But wasn't there also a Soyuz TMA-16 relocation?

I have Soyuz TMA-16 docking at Zvezda after the Soyuz TMA-14 relocation.

Soyuz ТМА-16 docking to Zvezda service module on October 2, 2009. On January 21, 2010 Soyuz ТМА-16 relocation to Module "Poisk" (MRM2).

After checking a lot of dates, I came up with this list of other occasions when there were three Soyuz spacecraft docked at the ISS at the same time:
  • Soyuz TMA-09M, TMA-10M, TMA-11M in 2013
  • Soyuz TMA-16M, TMA-17M, TMA-18M in 2015
  • Soyuz MS-12, MS-13, MS-14* in 2019
  • Soyuz MS-12, MS-13, MS-15 in 2019
*Soyuz MS-14 was uncrewed.

Here is an illustration showing that Soyuz TMA-18M was the third Soyuz spacecraft at the ISS when it docked there on September 4, 2015.
The Soyuz TMA-18M spacecraft is docked to the Poisk mini-research module. The Soyuz TMA-16M spacecraft is docked to the Zvezda service module. The ISS Progress 60 spacecraft is docked to the Pirs docking compartment. The Soyuz TMA-17M spacecraft is docked to the Rassvet mini-research module. Japan’s “Kounotori” HTV-5 is berthed to the Harmony module.

This is the first time since October 2009 that nine people have resided on the station without the presence of a space shuttle. There were three Soyuz spacecraft docked when Kotov and Ryazansky did an Expedition 37 EVA on November 9.

From a NASA article on the Expedition 37 EVA:
During the spacewalk, Yurchikhin, Parmitano and Nyberg were isolated to their Soyuz TMA-09M spacecraft and Zvezda, while Flight Engineer Mike Hopkins was restricted to the Poisk module and his Soyuz TMA-10M craft. The remaining three crew members — Mastracchio, Wakata and Tyurin – had access to much of the remaining area of the station, including the Zarya module, their Soyuz TMA-11M vehicle and the Rassvet module to which it is docked, as well as the entirety of the U.S. segment of the station.

There were these other reloactions at the ISS prior to the third Soyuz spacecraft docking there:
  • TMA-09M relocated from Rassvet to Zvezda so that TMA-11M could dock at Rassvet
  • TMA-16M relocated from Poisk to Zvezda so that TMA-18M could dock at Poisk
  • MS-14 (unmanned) had problems docking at Poisk, so MS-13 relocated from Zvezda to Poisk so that MS-14 could dock at Zvezda

On arrival at the International Space Station, the Soyuz TMA-11 commander Mikhail Tyurin passed the Sochi 2014 Torch to Oleg Kotov and Sergey Ryazansky, who took the torch on a spacewalk on 9 November, 2013.

I believe it is 59S, rather than 595, the international partners' designation for Soyuz MS-13, denoting the 59th Soyuz to launch for the ISS.

This graphic shows the three Soyuz vehicles docked to the ISS in 2019:
Sept. 28, 2019: International Space Station Configuration. Five spaceships are attached to the space station including Japan’s HTV-8 cargo craft with Russia’s Progress 73 resupply ship and Soyuz MS-12, MS-13 and MS-15 crew ships.

I have that TMA-14 was the last Soyuz to dock at Pirs, after relocating from Zvezda. And TMA-16 was the first Soyuz to dock at Poisk, after relocating from Zvezda.
