Forty years ago, a stack of bright red tags shared a physical connection to what would develop into NASA's first space shuttle disaster. The banners, however, were collected before the ill-fated launch of Challenger, as was instructed in bold lettering on the front of each.
What happened to the tags after that is largely unknown...

I would think that each numbered tag went was a specific spot on the ET and they would have to account for all the tags during close out operations before roll out to the pad.
