Regarding the 'complete set,' in Gene Kranz' 'Failure Is Not An Option' he says "In May 1996, the memos were bound in a single volume and distributed to Bill's many friends." Does this help identify which were the complete sets?

I see that he was responsible for the 'Go/No Go' call on the lunar surface being changed to 'Stay/No Stay.'

Also, quite a quote from Kranz about him: "He was one of the great pioneers of manned spaceflight."
