Here is an emblem worn by the ISS Expedition 73 commander Sergey Ryzhikov.

What is meaning it? A sable on top and a fish on bottom?

This is the coat of arms of Bugulma (1782 version, from the time of the Ufa Viceroyalty), Ryzhikov's birthplace. It consists of:
  • Upper section: the coat of arms of Ufa - a running sable with prey in its mouth, depicted on a silver (white) field, symbolizing the region's rich wildlife;

  • Lower section: a silver fish on a blue (azure) field, representing the abundance of fish in the local waters.
This design is a typical example of heraldry from the reign of Catherine the Great, when district towns were often given composite coats of arms: the upper half featured the emblem of the provincial capital, while the lower half reflected the town's local characteristics.
