NASA does not set a launch date until after the flight readiness review. Until then, it only cites the earliest it could launch under the current constraints. Although the date set by the FRR often aligns with the opening day of the launch window, sometimes the mission's managers decide more time is needed to address a technical concern or to wait out a poor weather forecast, for example.
