Apollo 9 astronauts Jim McDivitt and Dave Scott get a haircut, three days before launch in March 1969. Also in the barber's chair are backup crewmembers Al Bean and Dick Gordon.

Was this a barbershop on a NASA compound, a local shop, or at a nearby military base?

It's at KSC on the first floor (Room 1251) of the center's headquarters building near the main lobby, operated by NASA Exchange. But the crew, of course, was in quarantine for the most part, even though the crew did manage to get around to certain areas of the space center such as the flight crew training building, the pad, and other needed-access facilities.

When I was a kid and my dear old Uncle Phil would see me after I got a haircut, he'd say "Mike, did you tell the barber to go once around the block?"

There is actually film footage of this. I see backup crewmember Dick Gordon, but not Al Bean.

That video is great. Those were the days!
I noticed in the video that one of the barbers had a tattoo on his forearm and that reminded me that back then only boatswain mates and barbers* had tattoos!
*(and that was because your barber was probably a former boatswains mate)
