Would suit techs be contractors or NASA employees? Looks like the tech with his back to the camera has a NASA emblem on his clothing. Were contractors allowed to have NASA logo on their work clothing since technically they were not NASA employees?

My cousin was a suit tech and wore NASA emblems.
