Rocco Petrone and George Low watch through a porthole in the Neutral Buoyancy Simulator at the Marshall Space Flight Center as the Skylab 2 astronauts practice sunshade deployment procedures on May 22, 1973. The emergency EVA became necessary after Skylab 1 lost its micometeoroid shield during launch a weak earlier. Petrone was MSFC Director and Low was NASA's Deputy Administrator at the time.

The crew was in pre-launch quarantine at the time.

But they were in a giant tank of water wearing spacesuits! What were docs worried about?

Only Conrad and Kerwin would have been in the NBS. Weitz might also have been present. Plus it is likely that the backup crew was present to provide support.
