EADS Space Transportation and the Netherlands Foundation for Astronomy will launch in June the first phase of a study for a proposed €1.3 billion ($1.54 billion) radio telescope to be located on the polar region of the far side of the Moon. The study would lead to an industry proposal to the European Space Agency’s January 2008 ministerial council, which could approve lunar missions.

I know little or nothing about much, but this sounds like a great idea. It strikes me that it could be done using Lunar material for much of the construction.

Given the low gravity the structure could be enormous by terran standards, not subject to weathering (at least not on an Earthly scale) and have the entire Moon shielding it from radio interference. At least that's how it seems to an uniformed doof like me.

Aren't there places at the Lunar poles that are either light or dark perpetually? Wouldn't zones of constant sunlight be ideal for power generation?

Are the Europeans re-considering their own manned program?
