Russia has come up with plans for KOMOPOLIS-21, a scaled-down Buran shuttle which can be air-launched from a carrier aircraft and boosted to 105 kilometer altitude for a 5-minute microgravity sub-orbital flight for 5 crewmembers ( 3 spacetourists ? )...

Cosmopolis XXI is partially owned by Space Adventures and was announced in March 2002. Last I heard (after departing the staff of SA) development has not progressed beyond a plywood mock-up.
