Who is the second signature on this STS-116 launch cover? I think it is Bill Oeflein, Pilot?

Perhaps an astronaut signer, John, that for some reason wasn't in a good signing mood and just made a few scratches. It doesn't match up to any of my known shuttle astronauts, even at the worst atypical conditions.

Does anyone know when this was signed? My guess is Williams on a bad day. Not Billy O, even though Billy has signed in that same spot.

No, Fuglesang's autograph is just below the "suspicious" autograph, before Curbeam's.
