From a quick glance, even though the scan is a bit blurred, the Swigert appears to be genuine in my opinion.

It's more likely a later signature of the Apollo 13 CMP, Tom, when Swigert had been campaigning for a Congressional seat in Colorado's new 6th District during the early 1980s. He won, but unfortunately, Swigert died seven days before being sworn in.
