I have in my collection this cover with a Gherman Titov (hope legitimate) signature accompanied with a '69 date.
I was wondering if the date refers to a specific event and what could be the meaning of the small "1" after the year.

That date probably has nothing to do with any anniversary as well. That date may be the day, month, and year of the autograph on that Soviet postal envelope as well.
March 1, 1969, it will probably be clear to you, the few ones that appear to you... then it is in fact the Russian letter g, it is an abbreviation as the year — goda in the original as well. I hope I could explain it with my poor English as well.

It is just the date Mr. Titov signed the cover.
