Within this listing for a space shuttle Reinforced Carbon-Carbon leading edge sample display the seller offers international shipping. Does this item fall within ITAR restrictions?

Yes, RCC falls under the same ITAR provision as space shuttle thermal tiles.

Small "souvenir" samples of shuttle tile have been available for many years and it is my understanding that they are exempt from the ITAR rules: they can be bought in gift shops after all.

Would such a small sample of carbon carbon not fall in to the same category?

Whoever made it needs to get a dictionary as well as an ITAR exemption.

Size is not a factor. The samples that have been legal for export (and sold in gift shops, for example) are exempt from ITAR because they are tile-like, but not produced for the space shuttle program (or in the case of the 1977 fragments of white tile, they are production samples before the shuttle tile design spec was completed).

Some lucite embedded samples have received waivers from the State Department, but that requires the services of an attorney to negotiate the red tape.

Just to clarify, it is not a relisting. It is a different presentation with a smaller base.
