I'm hardly an expert, but the ink blobs where the pen strokes end make me concerned that it's an autopen.

I'm sure someone much more qualified than me will chime in, though.

Thank you for the responses. I've confirmed it is an autopen. Steve Zarelli noted it around March 2015 as a recent discovery. Looks like it's going to be another expensive autopen.

It amazes me how this autopen has been out there for probably 40+ years and it's only in the last few years it was identified. Since I uncovered it a few years ago, I've only seen three, including this one. Must be a matrix they only used a few times.
