I saw these two Viking FDC and they have a medal seal on them. What are the chances that they are medal from the program?

I would say very unlikely. I am pretty sure they would of included something to say that they used metal in the making of type of message.

To add to that, the medallion and acrylic-embedded shavings presentations I have seen were issued by Martin Marietta, so I would expect the seals or covers to include the company's name, too.

One neat thing to notice about the Viking 1 cover: the touchdown date is wrong. Viking 1 was originally scheduled to land on July 4 but NASA took additional time to find a suitable place to set down, which delayed the descent to July 20.

These metalic cachets were made by Clyde Sarzin company - Sazin produced numerous metalic cahcets for events in the early 1970s. The metal has nothing to do with the program.
