I am looking to purchase a "perfect" (no chips, etc) black Shuttle tile.

Dennis your best bet is to create a search on eBay that reports back to you. Note that black tiles from the Soviet Buran are more widely available and more reasonably priced than HRSI tiles from the Space Shuttle.
