Topic: Apollo 15 initialed cover with round blue spot

I have an Apollo 15 cover that has a small round blue spot, which has the feel of plastic and is adhered to the cover. Inside the blue plastic spot are five small black dots?
Can anyone tell me what the significance of this spot is and does anyone know who might have initialed this cover? Thank you.

The postal service used circles of that size and feel with letters and numbers in them related to movement of items within the postal system - have received some of my covers back with such circles added.
Have not seen any of them with symbols though.
No idea who or why it was signed.

I believe that is Rick Boos' signature, so it could be present to certify the black dots as being artifacts. This is a guess.

Your guess is spot on (no pun intended). See this cached Swann Galleries lot of Rick Boos' prepared covers with similarly arranged heat shield fragments. Here's another example from Regency-Superior.
