I found it very interesting that, since STS-107, all Shuttle / ISS crew transfer patches only include the crew members that are aboard "uphill".

Prior to accident, patches also had the astronauts who were returning.

Anyone have any insight to this change?

Based on my experience, it's a personal crew choice. The ISS Expedition member going "uphill" trains with the crew longer and obviously they are all launched together.

The crew member coming down could conceivelably been launched aboard the Soyuz or a crew member coming down could be different than was intended when the patch was approved and therefore the patch has to be re-designed.

Also, prior to STS-107 the shuttle was the vehicle for rotating crews. The Soyuz mission when launched was to change the Soyuz vehicle only.
