Does anybody have a source for HD footage of the Chinese space program? This would be used in a documentary.

Have you tried reaching out to China Central Television (CCTV)? I know they have provided clean b-roll and live video for other news organizations.

Another YouTube channel I find that has good video content is CNSpace. Almost all of the programing is in Chinese, so I haven't a clue what they are saying, but they do track the Chinese space program with good visuals. You might check them out on YouTube and find out if they have some sort of contact link.

Assuming you have their permission one would assume you should be able to either subtitle the audio, or strip the audio off entirely and just keep the video.
